- Be located in the Salt Lake Valley
- Be independently owned and operated
- Meet the SBA's requirements for qualifying as a small business
- Not be part of a larger chain
- Not be owned by a religion
- Not be owned by a political party
- Not be a subsidiary of another company
- Be legal
- Be accessible by bus or trax
